A transport commission agent connects parties who have goods with truck owners who have trucks and earns a commission, usually a percentage or a fixed amount per load. The agent does not carry the goods and does not issue the bilty as the carrier.

In practice the line between a commission agent and a broker is thin. An agent that only arranges the trip and takes a commission is not a Goods Transport Agency, because it does not issue a consignment note as the carrier. A broker that books the truck in its own name, issues the bilty and bills the party for freight is acting as a transporter and, for GST, as a GTA.
