Consignment Note (GTA)

Also searched as: consignment note meaning · consignment note in transport · GTA consignment note · consignment note rule 54

Direct Definition

A consignment note is the document a Goods Transport Agency issues for each consignment carried by road. Under GST it should show the consignor, consignee, vehicle number, goods, origin, destination and who must pay the GST. In everyday Indian transport it is the same document as a bilty or LR.

Detailed Explanation & Statutory Rules

The consignment note matters in GST because it is what makes a transporter a Goods Transport Agency (GTA): a person who provides road transport of goods and issues a consignment note, by whatever name it is called. Without a consignment note, plain road transport is treated differently and is exempt, which is why the note should be issued for every consignment. Rule 54(3) of the CGST Rules lists what it must contain.

In Bilty, booking a load allocates the next serial LR number and prints a note with the consignor, consignee, vehicle, goods, places and the GST payer. A GTA is not covered by e-invoicing, but still issues a GST invoice for the freight. See the GTA, RCM and forward charge pages for the tax side.

Legal Reference / Act: Rule 54(3), CGST Rules, 2017 (consignment note issued by a Goods Transport Agency).

Practical Indian Freight Example

"A transporter in Nagpur issues a consignment note LR-0457 for 12 tons of cotton bales to Tiruppur. It names the consignor and consignee with GSTINs, the truck number, the goods, Nagpur and Tiruppur, and states "GST payable by consignor". The freight invoice is raised separately."

Key Questions & Answers

Is a consignment note mandatory for a GTA?

Yes. Issuing a consignment note is what defines a GTA, and rule 54(3) of the CGST Rules says what it must contain.

Is a consignment note the same as an invoice?

No. The note records carriage; the invoice bills the freight. Both are needed.
