Delivery Challan

Also searched as: challan meaning in transport · delivery challan meaning · transport challan · delivery challan format

Direct Definition

A delivery challan is the document that travels with goods when they move without a sale invoice, for example job work, stock transfer or goods sent on approval. Under GST rule 55 it is serially numbered, and for goods it is made in three copies: for the consignee, the transporter and the consignor. It is not a traffic e-challan.

Detailed Explanation & Statutory Rules

In transport offices the word challan is also used loosely for any slip that goes with goods. The GST delivery challan is the specific document under rule 55 used when goods move but are not being sold on an invoice at that time. The three copies are marked original for consignee, duplicate for transporter and triplicate for consignor.

A delivery challan is different from a bilty: the challan comes from the owner of the goods and describes the goods and the reason for movement; the bilty comes from the transporter and records the carriage. An e-way bill can be generated against a delivery challan when the value is above the limit. Do not confuse it with an e-challan, which is a traffic fine.

Legal Reference / Act: Rule 55, CGST Rules, 2017 (transportation of goods without issue of invoice).

Practical Indian Freight Example

"A garment maker in Tiruppur sends fabric to a job-work unit in Erode without selling it. The maker issues delivery challan DC-118 in three copies. The transporter issues a bilty for the carriage, and an e-way bill is generated if the goods are above the value limit."
